Screws and bolts are usually made of carbon steel.  A screw is a type of fastener, sometimes similar to a bolt. A bolt is a form of threaded fastener with an external male thread. Bolts are thus closely related to, and often confused with screws.
Most bolts used to attach the screen enclosure to the concrete are coated with Ceramic.  The screws that are used to put the screen enclosure together are also coated with Ceramic.  Many metals are incompatible with other metals.  That is the reason it is better to buy coated bolts and screws. The coating helps with the incompatible problem but the coating can ware off.
Stainless steel screws take longer before they  rust but they will still rust.  Stainless steel bolts and screws can be slightly weaker than carbon steel because the nickel or other metal that is added to make it stainless is usually a weaker metal.  But for many people stainless steel is a good option.
